Guatemala is a member of the Organization of American States (OAS) and is bound to the Inter-American System of Human Rights. In 1990, the government ratified the Convention on the Rights of the Child (CRC). Guatemala has committed to several international instruments for the protection of children’s rights. During the civil war, thousands of Guatemalans fled to the northern region of Petén, Mexico, Belize and the United States and over 200,000 civilians were killed (Griffith et al, 2021). The country came under the democratic rule for the first time in 1985. Shortly after 1954, government opposition led by a far-left guerrilla movement prompted an outbreak of civil war that lasted 36 years until the Peace Accords were signed in 1996. There are two main ethnic groups, the Maya and Ladinos, who make up a majority of the Indian population. Guatemala is a country rich in its indigenous culture and history. Along the coastline, to the east is the Gulf of Honduras and to the south the Pacific Ocean (Griffith et al, 2021). To the northwest, Guatemala shares a border with Mexico, to the northeast with Belize and to the southeast with Honduras and El Salvador. It is time that Guatemalan authorities join her in that fight.Under-5 mortality rate: 23.6‰ Guatemala at a glance Monroy says she is committed to getting justice for the discrimination she experienced so that other trans people do not face a similar fate. It should also scrap the discriminatory “Life and Family Protection” bill and stop harassing authorities for supporting LGBT rights. Congress should take meaningful steps to increase protections for LGBT people, including by passing Initiative 5674, which would address hate crimes and require the government to establish a comprehensive national plan to protect LGBT and intersex rights. ![]() A police officer said, “To hell with human rights.” REDMMUTRANS is calling for an investigation into this incident by National Civil Police and the Public Prosecutor’s Office.Ĭases like Monroy’s are common in Guatemala, and many authorities’ anti-LGBT bias leaves LGBT people exposed to insidious levels of violence and discrimination. When Monroy asked for a female police officer to search her, an officer said, “You are a man, look at your genitals.” Shoved against a wall, Monroy explained that she is a human rights defender. ![]() Last month, Galilea Monroy de León, director of the transgender rights organization REDMMUTRANS, said police stopped her in the street while searching for someone accused of stealing a firearm. In Ale’s case, when she reported the calls to the police, they responded with homophobic slurs rather than assistance. Guatemalan authorities should prioritize LGBT people’s protection, but they are often part of the problem. The Human Right Ombudsperson’s Office reports that during the first month of 2021, at least five gay and trans people were killed in the country. Human Rights Watch conducted the research in 20, but 2021 is shaping up to be just as dangerous for LGBT Guatemalans. Perpetrators included public security agents, gangs, and the general public. “It’s What Happens When You Look Like This”Īle’s case was one of dozens that Human Rights Watch documented in a report published in March 2021 on violence and discrimination against lesbian, gay, bisexual, and transgender (LGBT) people in Guatemala. |
